Program Officer HIV/AIDS Clinical Services – Capacity Project

The IntraHealth Program Officer for the Rwanda HIV/AIDS Clinical Services (HCSP) bilateral Program is responsible for providing program planning, monitoring and evaluation and USAID Rwanda reporting support working as the program liaison located in the Kigali, Rwanda office. S/he reports routinely to the Deputy Chief of Party (COP) for Technical Services, however, s/he also works closely with the Chief of Party on required USAID Rwanda PEPFAR reporting, work plans, proposals and presentations.

Program Development and Management - Annual PEPFAR WorkPlan and Budget: Serve as the lead staff member in overseeing the development of all annual IntraHealth HCSP workplan documents, including targets and other key reporting details as requested by the COP and the Deputy Director for Technical Services. Program Development - Participate in the development of IntraHealth concept papers, proposals, and budgets with IntraHealth home and office staff seeking new funding opportunities based upon USAID Rwanda and MOH technical priorities- Participate in technical meetings with USAID, IntraHealth staff and partners, and other key stakeholders as requested by the IntraHealth Rwanda HCSP COP.

Monitoring and Evaluation - Set Annual Targets: In collaboration with the IntraHealth HCSP Technical Team Leaders, negotiate annual project targets with USAID Rwanda and the MOH based upon a detailed understanding and knowledge of indicators for the President’s Emergency Plan for AIDS Relief. - Program Reporting: Develop and respond to all USAID Rwanda PEPFAR quarterly, bi-annual and annual reporting as delegated by the IntraHealth HCSP Chief of Party.

Knowledge Management - Journal/Abstract Articles: Serve as the lead staff member in projecting, planning for, and writing IntraHealth Rwanda HCSP reports, abstracts and other journal reports working closely with all key stakeholders. - Extranet and SharePoint Site Management: Collaborate with the IntraHealth HCSP Program Officer on the IntraHealth Rwanda HCSP web site to ensure that the site is up-to-date and comprehensive. Train IntraHealth Rwanda HCSP staff on how to maneuver and benefit from SharePoint in order to access documents. Ensure that the HCSP Rwanda program staff also update the public drive in an organized fashion so that we are sharing documents between different HCSP team members.

A Masters degree in Public Health or related field preferred. Two (2) years of resident field experience in Africa preferred. Working knowledge of international health and development required and USAID experience preferred. Substantial experience in working with information search/retrieval systems. General knowledge of HIV/AIDS technical terms and programs. Ability to develop and monitor performance monitoring plans. Ability to develop workplans and budget to implement them. Knowledge of worldwide indicators for the President’s Emergency Plan for AIDS Relief, preferred. Excellent computer skills including word, excel and powerpoint required. Excellent communication and writing skills in English required, French skills preferred. Ability to work in high pressure environment and to juggle and prioritize multiple tasks. Proven team player with strong interpersonal skills
